It explains it pretty well and it has legs. It is plausible that Steele was played by his Russian contacts. Can he prove otherwise?

Lets accept the argument that Russians want to create chaos, undermine US democratic system. Then throwing dirt on the two presidential candidates is in line with Russian methods.
