They've always been essentially meaningless. You can't "reserve the right" to discriminate. Putting up a sign doesn't change that.

As I understand it those were only there to forewarn potential troublemakers. People who would enter an establishment and misbehave, make a scene. It was not intended to be racially or otherwise discriminatory, per se.
