No nation state is going use nukes. (unless they feel a first strike renders retaliation impossible) That is part of what was so ridiculous about Bush boy going into Iraq.
Even if Saddam had nukes, he was not gonna use them. Heck, he did not even use his gas when he was annihilated by us.
