Just remove the cap altogether and stop worrying about it. Only have a cap on who can draw from it. Everyone pays, no one over $250k/year can draw back out.
The rich don't like it? Tough shit. No, I couldn't care less if anyone thinks that's unfair. Life isn't fair. The spoiled brats can just grow the fuck up. Dave
