In modern times, nations that reach a certain economic/education level experience a drop in birthrate, actually going below replacement level. This is now the case in Europe and East Asia, and would be the case in the US if it were not for immigration. My theory is that it's an effect of birth control at the women's option. If they have the ability enough women put off having kids long enough that they never have them. The long believed Instinct for having children turns out to be an instinct to have sex.
