It looks like the Kansas based company, Black and Veatch, did have a $21 million contract to operate 12 biolabs in the Ukraine.
https://www.rfi.fr/en/international/...propaganda-war Mostly they research animal diseases. (Like SARS-CoV-2). It's quite possible Putin is closer to the truth on this one than the Biden administration. The Wuhan lab in China was also funded by US interests, IIRC. Probably still is.
