To a degree, yes. That is because it is and has been the human condition for recorded history. But every now and again it gets really ramped up. e.g. Jim Crow, KKK, slavery in the US, all of which the democrats own.

All of which Democrats currently living have renounced, and Republicans currently living have embraced (the slavery part is still whispered).
