It was Obama's initiative and in order to be effectively implemented would have required an new Federal agency comparable to FEMA, but for biological disaster prevention. Creating this agency would require enacting legislation and significant expenditures, a fairly daunting undertaking. Instead he gave us lip service and window dressing.
