If something like this had happened in the private sector, the owners and decision makers will be held criminally responsible. BTW, I am a graduate Chem. E well versed in environmental responsibilities, controls and monitoring.

We are a small company in Santa Clara and we are trusted enough to do self monitoring of our waste water stream. We are in a building that used to house a PCB manufacturer for 20+ years so we never did trust the plumbing form the very beginning. We have occupied this building for the past 15 years or so. We set up bottled water drinking fountains from the very start and told our employees not to drink tap water ever.
