I read an excellent article in the 80s by a retired doctor who was part of the group responsible for Legionnaires disease response back in the day. He was furious over the political implications of AIDs response. Why? It was largely limited to certain groups and it would've been straightforward to contain.
He considered the politicians that refused to follow normal quarantine procedures for infected people out of PC concerns to be responsible for the resulting deaths. It was not hysteria and not bigoted.
