Yes both!

Until both sides see a benefit of working together nothing will change. Short of killing off completely one side or the other there will always be problems unless some real give and take occurs. Big sacrifices for Israel and concessions and or realizations of reality from the Palestinians. I don't see it happening anytime soon.

Any killing will stop and stop immediately when the last rocket or mortar round is fired into an Israeli neighborhood. There has never been an Israeli military action taken against Hamas other than in response to an attack by Hamas.

Israel wants this to end, but even if provided a sovereign homeland recognized by the world community, Hamas it will never allow it to end as long as there is a sovereign State of Israel.
