There is a cover over the switch that is tied down with soft safety wire. You must pull on the wire hard enough to break it, lift the cover, then throw the toggle to jettison the tanks.
The wire was broken and the cover up when we looked in the cockpit.
The official report? "Malfunctioning electrical circuit."
