If a cop is scanning your liscense plate and your doing 110 in a 35.....you're busted anyways. They've had radar for decades.

Yes, the cameras at intersections (And, now, inside guard rails.) can bust you for speeding, but they are stationary, they can't follow you everywhere you go. But, with satellites and GPS tracking, (Think; Cell phone.) your speed could be monitored.
