Brookings Institution Recommends a Law PhD Program

The Brookings Institution recently published a paper that recommends law schools start a law PhD program. They say that having law PhDs would help find inefficiencies in our legal structure.

Here's an idea. Stop lobbyists from scribbling in the law books faster than lawyers can interpret the mess.
