What this was mostly about was that Metro's governing board (comprised of folks from organized labor-friendly Maryland and DC (Democrats) and labor-unfriendly Virginia (Republicans)) insisting upon a Project Labor Agreement in a Right-to-Work state. VA's Republicans were willing to go to the mat on this one and forgo this highly important project if it meant doing it with a PLA.
