Like Netanyahu, he will need a war to have an excuse to stay in power. Perhaps Venezuela is a target for this reason and drug interdiction is simply a blatant excuse. For illicit drugs entering the US, Mexico and Columbia are the dominant suppliers and Venezuela is just a transit point for around 10% of the drugs.
