Trump is the guy in power and Rubio is his "polite" spoke-person. They are saying they want the Ukraine war to end quickly because they want to concentrate on China. They have been saying that before the election and they won.

Now if the Europeans want to continue the war they would have to foot the bill.
But lo and behold they are broke.
