What if the Felon's administration believes they are above the law? That Project 2025 is their political Bible and that whatever is written there is above and beyond judicial actions? Cases will have to go all the way up to the Scotus and they can be very unpredictable, stall without saying no.
Case in point, the Scotus upheld the ban of TikTok in the US because of national security reasons (and not business), yet Trump has the power to unilaterally postpone the enforcement? So why would any lower court ruling be expected to be respected? Yes, he cannot remove U.S. District Judge Loren L. AliKhan, but can he or the Justice Department run interference?
I strongly believe that it will be up to the states to play hardball with Trump, not Congress or the Judicial system.

China is going after Google though they are banned in China, the Oligarchs will tell Trump to lay off and he will cave again.
Here is a full summary of China's actions and the export controls (reverse tariffs) that they have levied which will harm the US economy. Any harm to the US economy which had been recovering very well under Biden will now stall, inflation will raise while interest rates remain high.
