The article shows Obama was aware of the potential threat in 2009 and based on the article he didn't do much if anything that would have prevented the Corona virus from infiltrating our shores. Here's what Obama did:

All the same, the 2014 Ebola outbreak was another shock. It alerted the US to the urgent need for a health security infrastructure that extended far beyond its own borders. By 2016, America had coordinated“an all-of-government response” to the next epidemic, in the knowledge that “if it hit America, every agency would be taxed, from US Treasury Department to Commerce to USDA. It wouldn’t just be the health agencies”.

Garrett briefly sums up the infrastructure created to provide this response as “special elite corps inside of the National Security Council, the Department of Homeland Security, Health and Human Services and CDC, amongst others… an emergency capacity for surge drug approval at FDA… a lot of co-ordination with the states… a whole division that was doing nothing but training hospitals in infection control and appropriate epidemic responses… and a lot of study on how to surge hospital beds, how to surge physicians out of retirement, and so on.”

How would this, which is essentially window dressing, have kept all the infected citizens returning from Europe in virus incubation vessels from infecting the country? Without a quarantine plan in place adequately funded for execution I don't see a "special elite corps" scattered through various Federal agencies having the capability or funding to do this. If special and elite, there could not have been all that many of them and they probably had other day-to-day responsibilities to boot..

The case should be dismissed posthaste by the U.S. District Court. It is a frivolous lawsuit, in lawyer’s jargon. Worse, it attempts an end-run around clearly established First Amendment law. If I were Bolton’s lawyer, I would seek not merely dismissal but sanctions against the government and legal fees.

This article does indeed provide more detail on what Obama's pandemic prevention plan entailed. However, even if Trump hadn't canceled the pandemic plan's executive orders all those folks coming home in Corona incubation chambers would have still landed and the infected disbursed without being quarantined.

That's why it was the job of the current administration to do the job. Just imagine where we'd be now if a few hundred had been quarantined and tested. Sure some would have gotten through but I wager that we would have a lot less than 2.2 million confirmed cases in the U.S.
