Security sanctions like taking away their clearance and administrative sanctions like barring them from public office?

Probably the worst result of this will be that it undermines national security. The new standard has been set, and that standard is that "extremely careless" is just fine. Why should any gov employee or contractor be concerned about safeguarding secrets or protecting gov property? As long as it's not intentional or malicious you're good to go. Careless is apparently not a problem, regardless how many forms you signed saying you would be vigilant.
