You don't for one minute that Bush/Cheney would have permitted the Iraqis any say at all in this, do you? The plan was to have the Coalition Provisional Authority, and subsequently our puppet government, pay Haliburton et al for the job.
And you still haven't answered how it was Cheney felt he could hold an auction for Iraq oil before we invaded and before al Qaeda gave him an excuse to invade.

Yes, our plan. US troops remove the butcher = US sets it up. And then certainly elections btw.
Don't think for a minute Clinton didn't have plans ready to go too. Of course - they were firing on our planes daily.

It was far from daily and far from a one way street. Most of the time it was a question of Coalition aircraft provoking a response. It went like this: Coalition aircraft overflew sensitive Iraqi sites. Seeing this, the Iraqi SAM defenses in the area would "light up" the aircraft with their tracking radar but not launch. Coalition aircraft lock onto the Iraqi radar signal and take the site out.

I have a hard time with this. We are enforcing a no fly zone on a reneging dictator who still dares to radar lock on -and fire upon - US and British warplanes and we don't have plans for a real assault? Even I don't think Clinton was THAT bad
