Not quite accurate.

Police and dispatchers are trained to assess situations and, if possible, deescalate potentially volatile instances.

I'd bet the dispatcher was talking Zimmerman down (I've done similar an untold number of times) via the use of "we don't need you to do that."

It's very similar to:

1. I appreciate your time.
2. Oh, that's quite alright.
3. I've seen enough.
4. Don't call us, we'll call you.

THINK. To Zimmerman he was already at his residence. Questioning that just makes things worse.

There's NO WAY a dispatcher would use the verbiage you indicate.
