It appears unlikely that such conduct has broken any laws. If the conversations/exchanges took place with individuals who were not members of his staff, his conduct would not amount to sexual harassment. (he he, he said member) (huh huh, he said staff) Moreover, there does not appear to be any evidence that he used patronage to cover up his uncovered appendage. We'll see what the investigation reveals (that hasn't already been revealed).

No laws broken, but political suicide even within the confines of the democratic party. I can't see him surviving politically. I do not think the tweets were all that significant; however, his actions over the past week were reprehensible. He'll probably feel significant pressure from the democratic hierarchy to resign. Given his political position, one wonders what thought processes occurred that caused such behavior.
