You are misusing the word 'conscience.' Conscience is the faculty of moral sense that warns us against doing wrong. No one was going around claiming 'I can't take the vaccine because it would be immoral.' The basic claim was 'I don't want to and you can't make me.' Motives included denial of COVID danger, and desire to conform to the political expectations of their identity group.
