Having lived in CA since the 80's and now in NV where there are large number of "illegal immigrants", from my own experience, most of them can barely speak English and none of them would want to out themselves to any governmental authority. So the very concept of them registering to vote is unthinkable. Yet the Repugnants keep pushing this as a scare tactic.
