Meaning this, if all male and female of age, ALL were subject to the draft. For one they would be more involved activity in and what is now current events effecting their future.
This fact to be consider also many draftee's once in service will grow and do well. Meaning they found a purpose a direction they lacked before fresh out of school. Or even discipline and training to carry into the next stage in their life.
So with the current state of a all volunteer military in a strong economy we have to take what we get. Have to make adjustments to keep the numbers at the levels required.

When I was 18 I thought that was crazy talk. But as I aged I realized the wisdom of a country requiring service from EVERYONE at that age. And the side benefits you mention are tangible. It grows you the hell up.
And look at all of western civilization now. We are a culture of grown children. It's why things are such a mess. Heck, just raise the voting age to 25 and watch how things suddenly become so much more civilized - after the kids throw their "mostly peaceful" tantrum, of course.
