Pershing would be useless in this situation.
The Cartels have embedded themselves in most big Cities. They for the most part control the distribution and sale of drugs (especial cocain) in the US.
They throw a lot of weight.
To reduce their weight...US population should just stop buying drugs. And that is not going to happen.
