My first guess would be owned by local police/sheriff. They've made ex-army stuff available to cops. Or could even be a privatly-owned item. National Guard or Army unlikely just because there was just one. They usually go around in convoys, and don't run their tracked stuff on public roads. Guess I should ask--was it wheeled or tracked?
