The first part of those years had Bill Barr as AG and the last thing he was willing to do was prosecute Trump for anything. Indeed he saw himself as Trump's personal defense counsel. And Garland wasn't confirmed until 2 months after Trump staged an autocoup which resulted in the largest criminal investigation in DOJ history.
Choosing not to prosecute Trump indicates nothing besides Garland having bigger things to do and not wanting to appear vindictive toward Biden's political opponent. For example, besides the 4 clear counts of obstruction of justice in L'Affaire Russe, he had an absolute slam dunk indictment sitting on the back burner for Individual #1 in the Stormy Daniels affair (for which Michael Cohen did jail time). However, a violent insurrection based upon Trump's election lies and stealing hundreds of classified documents (and obstructing their recovery) forced his hand. And here we sit today awaiting multiple felony indictments for Trump on both state and federal charges.
