I don't have a more workable solution to offer, but this sure sounds Elitist.

Like a poverty tax, or prove your financial worth just to vote. You're only represented in congress, or the legal system, if you have enough resources to be connected.

It just doesn't appeal to me. The Brat-Boy who got fired from his upper bank job, probably would have had his 'war weapon' legally, so even the money angle wouldn't stop mass shootings.
