Oversupply makes them very easy to slip into a grey/ black market, and reclaiming them from untrustworthy possession is obviously hazardous.

They intended different things. The leftists got "shall not be infringed," while the right-wing got 'well-regulated.' (Funny how things have flip-flopped.) Anyway, each side figured they could use it to get things their way.
