Not to get to far into the weeds, but the Palm Beach Fire Chief is almost certainly the
Authority Having Jurisdiction (AHJ) for enforcement of fire codes in his municipality. He has unchallenged authority for the enforcement of NFPA 101, the Life Safety Code, and AHJ's that I have worked with (and I've worked with many) are very zealous about protecting their authority and prerogatives.
In my experience, they're not remotely fearful of rich and influential people. In fact, they enjoy making it quite clear who's boss when it comes to Life Safety Code interpretation and enforcement.
