That was the goal; re-establish a balance of power in the region, and weaken Iraq completely. And spread some wealth among friends.

I don't think the goals were as rational as 'wanting power rebalanced.' Iraq, intact, was a nice counterbalance to Iran. It was PNACs irrational quest to bring back old-time imperialism. The 'balance of power' was going to be big US forces based in Iraq perpetually. And we'd steal the oil.
