They need a verdict that will somewhat appease the public.
I say the authorities keep his gun, and ban Kyle from ever having a gun in Wisconsin.
Maybe even tell him to stay out of Wisconsin for 2 years.
The judge could announce it in a harsh manner, banging the gavel will glaring at Kyle. He (the judge) would have to hit a low register with his weaselly voice.
