My tact would be to say go ahead and be unvax'd

Go to the back of the line for care, people who played by the rules go first.
No help with bills because of anything to do with C-19.
Suggest to Health Insurance companies to raise the rates for them too!
No unemployment when you loose you job related to C-19 issues. Not vax'd
That would be just for start.
