Problem is that the crowd was as big as a city. You don't prosecute everyone in a city for every rape, murder, robbery. At least, you don't do it that way in the US. There were a LOT of very peaceful protesters there and, truth be told, the police even opened the barriers to let them in.

And they stayed within the velvet ropes - and no statues came down.
