That strikes me as an eccentric definition. I think a failed state is one that cannot maintain order or basic governmental services within its borders. The Atlantic author finds the failure to provide rational and honest leadership in the COVID emergency as a cogent example. He doesn't cite domestic manufacturing capacity because with honest and rational leadership, one can expect the effect of the shortages to have been largely mitigated, instead of magnified 1000x.

Today we learn the the Trump administration has aborted the CDC effort to issue detailed safety guidelines for re-opening the economy. This corrupt negation of essential government services is, again, symptomatic of a failed state.
