Well, yes. But, in reality, it's those easily frightened... single issue (guns, abortions) voters whose Venn Diagrams overlap and who are easily misled.
So, yes, the electorate but not as much as a lack of, ahem, "leadership." In sum, Republicans peddle fear better than Democrats.
