It's just Smith's speech on the floor in support of H. Res. 350. Along with Tom Tancredo and Joseph Pitts, he was a cosponsor of the resolution. It doesn't really add to anything posted yesterday except perhaps the fact that this was all based on an article in the Washington Times, apparently without any effort at independent confirmation of the alleged facts in the article.

Also, the article, really a column, not reportage, was by a Mona Charen, best known as the author of these edifying tomes:

So, you have a Right Wing hack, fronting for a Right Wing anti-abortion group, who writes a column in the Right Wing rag, the Washington Times. Then three Right Wing congressmen in a Republican controlled House under the leadership of Dick Armey get this thing on the floor for a vote and it passes. But, apparently, the thing stunk so badly that the Republican-controlled Senate failed to pass a similar resolution.

Sounds like Rep. Smith's source is about as good as Rep. Goober's source for the Terror Babies story.
