A possible explanation is that turnout for people who voted for Hillary was down 10% for this less-than-midterm election, whereas turnout for those who voted for Trump was down 40%. In other words, far more people are repulsed by Trump than still approve of him and this showed up in spades in Virginia.

An alternative explanation was the Gillespie wasn't a good enough candidate to motivate his base to get to the polls. Trump wasn't on the ballot. Gillespie was.
