That's nothing new.
Remember, I'm a retired FDOT employee.
We've been building more and more toll roads in Florida for decades.
The problem is Americans want cheap gas.
Plus we move everything by heavy truck, which beats the shit out of a roadways surface to the tune of one heavy truck equals 400 cars.
As a result we don't even collect enough from gas taxes to maintain our system, let alone add any new capacity.
We really need to go to the European model which is tax the shit out of gas and provide plenty of public transit, especially rail. But that's not gonna happen, so get used to paying tolls.
