Well that depends on who you ask.

I have a huge problem with Wyoming getting a Senator for every 192,000 population while California only gets one for every 19.4 million. That's a difference of about 100-1.
You think gerrymandering is bad now. Try it with both the Senate and the House with representation being determined by population.

And besides - what's to be gained by this other than adding a bunch more talking heads in the Senate? All I see is a larger vacuum cleaner that can be used to suck up lobbying money and campaign contributions.
