I find it hard to imagine condom bombs being very effective. The sky is big, you'd need a tremendous number of them, and you'd need them all launched at just the right time in the right area....
And if ISIS does get vast quantities available, and are able to launch on warning, and they get accurate warnings--solve all these problems, and they'll just force the Russians to fly a little higher. This is hardly a game-changer.
