Actually most social programs exist because people never did take care of others period. Not out of hate but because they themselves are busy taking care of their own families and cannot take on the burden of others.
Large social programs make things better for everyone, and most people who need help would rather get it from a government agency than ask for charity from neighbors or family. So large governmental bureaucracies like the SS administration and WIC give dignity to those who need it in times of trouble.
