Wrong.
Only when it comes to returning indictments for members of law enforcement. Which is not the fault of grand jury members...but the fault of ambitious prosecutors who know they can't afford to have local law enforcement pissed off at them. Grand juries systematically return indictments on pretty much everybody but law enforcement.
