The employer shared responsibility provisions of PPACA come to mind. They were supposed to take effect for all plan years starting 12/31/13 or after - the date specified in the text of the law. While this may have actually made sense - it would make more sense to kick the entirely of PPACA to the curb - but changing the law requires actual legislation.
