Zeke, even if we played your silly little reindeer game of only hiring the black officers from the Ferguson boundaries(while hiring white officers from anywhere), I'm sure I could run a hiring event and find ten black men and women from Ferguson with prior military/security experience who would make superb officers. Heck, I could find fifty folks who would make good officers.
The fact that you couldn't do it either makes you blind to good people, or racist as hell, as you have categorically stated it is impossible to do such on multiple occasions.
We could start off with four of the six folks I know who had their businesses burned down, that do not have criminal backgrounds. You better watch out though, because I just doubled the black presence of the force. Things are going to get jiggity.
