If they had any witnesses to suggest that Wilson was charging they would have been on Fox news by now.
Just to save their police department from being reorganized because of a Civil Rights investigation they would have probably put something positve out about Wilson if they had it.

If a bank is under fraud investigation, would you deposit your money in that bank? No. Why not? Your money is safe, it is federally insured. You still would not because one expects a bank to play by the rules.
Same applies to Ferguson PD. Their police department is under investigation by the DOJ, not just for the Wilson shooting. Would you trust this department to play by the rules when they are being investigated. No.
So guess what? I am suspicious of the investigations of this Grand Jury (so are the citizens of Ferguson) as they are all part of the same team. Call me a skeptic but allow me and others to speculate simply because this is a chat forum and that's what we are doing. If truth is so obvious and easily obtained from an investigation, we would not need the court system that we have today. Fifth anyone?
