LBJ and the Voting Rights Act comes to mind despite the rulings from presently righty SCOTUS. Some serious arm twisting and horse trading went on there.

edit- Ooops, Dem majorities in both houses. Still, the filibuster threat was neutralized by some serious arm twisting.
