There ought to be more of a limit than this on what the police do at the school. They should not be enforcing school rules, like the use of cell phones. It sounds like the school staff used the police as a way to avoid dealing with the situation. If the staff involved are sane human beings, they probably regretted it quickly afterward. They won't likely admit that until forced to, though.
